MLAs demand CBI investigation in kidnapping case
ITANAGAR, Jan 13: Saying that they have lost faith in the State Police, MLAs Thanwang Wangham, Honchun Ngandam and Gabriel D Wangsu in a joint press statement demanded that the Panngam Ngandam kidnapping case be handed over to Central Bureau of Investigation (CBI) for an impartial inquiry.

As per media report, they said, Tuki had refuted his involvement in the case and called for a high level enquiry to unearth the truth behind the kidnapping. If he is true to his words and want to prove his innocence then he should allow the police to register the case and investigate it without disturbing the process, they said.
100 days job guarantee under MGNREGA for all: Ering
ROING, Jan 13: Member of Parliament Ninong Ering said he would approach the central government for providing sufficient fund under MGNREGA to ensure 100 days employment guarantee in a financial year to every household under the programme.
Ering, who chaired the District Level Vigilance and Monitoring Committee Meeting here yesterday, stated that he would find out the reason of not providing 100 days job to every household in a year under MGNREGA and take up the matter with the central government.
He urged the state Government to review the fund sharing pattern between Central and state for better performance of the centrally sponsored scheme. He suggested for direct allocation of fund to district authority.
He also suggested that the District authority should be allowed to procure CGI sheets under IAY to maintain quality. He also said that he would personally visit all the beneficiaries under IAY to take stock of quality and quantity of CGI sheets provided to them.
Lower Dibang Valley Deputy Commissioner Ravi Dhawan suggested that works to be taken under MGNREGA should be planned properly and said that individual scheme like IHHL should be taken on priority to benefit the beneficiaries directly.
He also stressed the need for creating mass public awareness about various insurance schemes sponsored by the central Government like Jan Dhon Yojna, Atal Pension Yojna and Bima Yojna, He further informed that all bank branches have been directed to support all the stakeholders to open bank account.
He also stressed on seeding of Aadhar Card with all Job card holders under MGNREGA and directed all BDOs to complete the process by the end of March this year.

BOMDILA, Jan 13: West Kameng Deputy Commissioner AK Singh advocated for involving Gaon Burahs and Panchayat members for higher rates of immunization coverage during the first of Intensified Pulse Polio Immunization (IPPI)
The Deputy Commissioner, who presided over the District Task Force Immunization meeting of the District Health Society today, observed that besides the involvement of the concern administrative officers, the involvement of the GBs and the PRI members of the area would facilitate for achievement of higher target in the first round of the IPPI scheduled on January 17.
Though the immunization coverage of the district was 83 percent in the last quarter,
Singh expressed concern over low performance of immunization in certain pockets of
the district, especially in areas like Rupa and Singchung blocks. He directed District

Governor, CM conveys festival greetings
ITANAGAR, Jan 13: Governor of Arunachal Pradesh JP Rajkhowa and Chief Minister Nabam Tuki wished people of the State as well as Assam on the joyous occasion of Makar Sankranti and Magh Bihu, also known as Bhogali Bihu of Assamese community.
In his festival message, the Governor said that Sankranti is a harvest festival celebrated in almost all parts of the country. He said that the day is very important for Arunachal Pradesh as large number of pilgrims come to Parasuram Kund in Lohit district to take holy dip in the sacred ‘kund’ and offer prayers. A dip on Makara Sankranti day is considered sacred.
While welcoming devotees and pilgrims to Parasuram Kund on the occasion, the Governor offered his prayer for safe and secure holy dip at the Kund. He also advised the district administration and organizers to ensure all comfort and convenience for the pilgrims.
The Governor in his message added that the festivity of Makar Sankranti also coincides with Magh Bihu, a harvest festival of Assam, which marks the end of harvesting season. Chief Minister Nabam Tuki has extended warm greetings on occasion of Magh Bihu as well as the holy festival of Makar Sankranti.
In a message this evening, the Chief Minister expressed the hope that the celebration would usher in a new year of happiness, peace and prosperity for all.

Incentives enhanced
ITANAGAR, Jan 13: The Arunachal Pradesh Govt has enhanced the rate of incentives to the bonafide Arunachal Pradesh Schedule Tribe candidates for qualifying combined Civil Service Preliminary Examination being conducted by Union Public Service Commission from Rs. 30,000 to Rs. 1,00,000 only with retrospective effect from 2015.
However, the rate of incentives to the APST candidates for qualifying UPSC Mains Examination amounting to Rs. 50,000 shall remain the same, according to an official release.
AAPPTF demands cancellation of licence to mini melas
ITANAGAR, Jan 13: All Arunachal Pradesh Public Transport Federation (AAPPTF) on Tuesday last submitted a memorandum to Capital Complex DC Mige Kamki with regards to the mushrooming of ‘mini melas cum Chitrahaar’ in every nook and corner of the Capital complex area.
The federation in its memorandum, apprised the DC that the so called mini melas are indulging more on open gambling rather than entertainment activities. These mini melas in the garb of entertainment has become more of a gambling hub which is not permissible, AAPPTF said, and demanded immediate cancellation of licence/permit given to them to organize such melas.
Also putting forward the grievances of beef lovers, the federation highlighted that though the price of a kilo of beef meat was approximately Rs 180 in retail and Rs 140 in wholesale, many restaurants were charging huge amounts for serving beef which was not justified. A representation for the same was placed before the EAC, Naharlagun but there had been no follow up action, the APPTF wrote.

Defective goods seized from Roing market
ROING, Jan 13: A team of officials of Department of Legal Metrology, Roing conducted massive inspection drive at Roing market and seized various defective goods from various shops and defaulters were booked under Legal Metrology Act 2009 and Arunachal Pradesh Legal Metrology (Enforcement) Rules, 2011.
The officials appealed to the consumers to check the dates of expiry and manufacture, weight and measures before purchasing any commodity from market and also to ask for cash memo. In case of any irregularity, it should be brought to the notice of the District Consumer Forum without any hesitation, they said.
Similar drive will be carried at regular interval under the supervision of the Lower Dibang Valley Deputy Commissioner and violators of any provision of the Legal Metrology Act 2009 and Arunachal Pradesh Legal Metrology (Enforcement) Rules, 2011 would be dealt sternly.

APWSDUs refute allegation
ITANAGAR, Jan 13: All Puroik Welfare Society District Units (APWSDUs) of Kurung Kumey, Kra Daadi, Papum Pare and East Kameng in a joint press statement have denied any irregularity in distribution of CGI sheets under IAY scheme as alleged by All Puriok Welfare Society (APWS).
Terming the allegation as baseless, the APWS four district units claimed that CGI sheets under the housing scheme were distributed to all the beneficiaries by the authorities concerned in presence of village committees, HGBs, GBs and Panchayat members. There has been no complaint from any beneficiary in distribution of CGI sheets, the press statement claimed. It, however, said that distribution of second installment of CGI sheets under the housing scheme in Papum Pare district is still pending.
The district units of APWS appealed to the Chief Secretary not to believe in such ‘baseless’ allegation.
The four district units of APWS further demanded resignation of the APWS president within a week on moral ground.

DM prohibits construction of structure along NH
ITANAGAR, Jan 13: The Deputy Commissioner cum District Magistrate of Itanagar Capital Complex, in an order under section 133 CrPC has prohibited construction of new OBT structures within the vicinity of around 50 meter along sides of the National Highway from Holongi to Banderdewa.
All the existing dilapidated fencing, OBT houses/ structures should be maintained properly and kept neat and clean on or before February 1 failing which all such structures, fencings would be dismantled without further notice, the order said. Further, the vacated lands would be handed over to Itanagar Municipal Council for avenue plantations and beautification, the order said.
The order has been issued in view of construction of unauthorized OBT structures along sides of National Highway from Holongi, Itanagar, Naharlagun to Banderdewa which have become public nuisance besides giving ugly look to the face of the Capital.
ANSU demands new IO
ITANAGAR, Jan 13: Expressing unhappiness over the manner in which the investigation process into the case against Kalikho Pul is going on, the All Nyishi Students’ Union (ANSU) has demanded the Superintendent of Police (SP) of Capital Complex to change the Investigation Officer (IO) of the case and shoulder the responsibility to an officer of the rank of Deputy SP.
In its complaint letter to the Capital Complex SP, ANSU said that an FIR was filed against Pul at Itanagar Police Station for defaming the Nyishi community. Subsequently, the FIR was registered at U/S 153 (A) (1)/504 IPC. But, there has been no progress made in the investigation, ANSU said, and demanded to expedite the investigation failing which it further threatened to launch a series of democratic movement.

Fire incidents on rise
Every year, during winter season Arunachal witnesses multiple number of fire accidents. Massive properties worth crores of rupees get lost and many people are rendered homeless. Fire incidents has been repeatedly occurring across the state for the last many years but still we have not been able to find a lasting solution. Especially places like Daporijo, Ziro valley, parts of West Siang district and few districts of eastern Arunachal are vulnerable to fire accidents.
In the last two months only, four major fire accidents have occurred within the Daporijo Township. The latest being on 11th January when a fire broke out in Rijo Middle School creating panic among the students who were attending classes. The school suffered major loss as six class rooms were completely destroyed and two partially damaged. In another incident, a massive fire which engulfed Lazu village on December 31st created havoc. Altogether 38 houses were totally gutted into ashes and 23 were partially damaged. People of Lazu village are still struggling to survive and desperately need help of the state government. These are just few examples of how fire accidents are taking place across the state. The authority concerns should try to find out lasting solution. A proper study should be done to find out cause of the fire accidents. Also more funds should be made available to fire service department of APP. This will help them to buy latest equipment and also to hire the required manpower. Lack of education about fire safety is also a major cause for concern. State government should carry out massive awareness campaign in both urban as well as rural areas.

Reminiscing judicial glory of the past
Dear Editor,
The statue of lady of justice standing beautifully in a flowing robe with uneven weighing scales on her right hand, swords on the left and her eyes blindfolded. She adorns every court as the main attraction of the seat of justice. All the three elements symbolically represent the core essence required for delivering justice. The weighing scales are symbolic of various material evidences and facts as alleged, weight and correctness of which to be determined by the wisdom and justness of the court. The sword is said to depict the power and authority to render punishment. The blindfold of the lady of justice denote impartiality, honesty, fearlessness, equality, enforcing rule of law and it does not mean justice is blind or there is no justice as commonly construed by the masses which has become the perception today. Blindfold represents the fact that the justice does not discriminate between the powerful and the poor, mighty and the weak, and would be blind to all such discriminatory factors and she can see with her inner sense of just and fairness based on what is contained in the weighing scales. The judiciary symbolized by Lady of justice is faced with tremendous task in a grave constitutional crises being faced in the “the land of the rising sun” which is undergoing an unprecedented political crises involving important questions of Constitution law. The entire people of the State and the country is eagerly awaiting the final verdict of the court hoping that the true principle and edifice of constitutional norms and propriety will be declared in a certain way and clear the air of uncertainty once and for all. All the affected parties have already presented their respective legal stands and arguments before the honorable High Court. The matter is being keenly followed by all the concerned segments and I have no qualms in stating that whatever the judgment will be it is going to set the precedent on a vital constitutional question concerning the constitutional power and function of an important constitutional functionary known as the Governor. Not that we have no prior related case on the matter but the current case concerning State of Arunachal Pradesh before the honorable High Court of Guwahati is unique and has no precedent clearly applicable on it. That is why the judgment will be a precedent for the future whether for good or bad which only time can tell.
In the past India’s judiciary has always upheld the supremacy of constitution in the face of apparent conflicts between the executive, legislature and governor’s office leading to constitutional crises by exercising judicial review power barring a few aberrations. The judgments like Kesavananda Bharti case wherein the Supreme Court propounded the doctrine of basic structure till today acts as the effective check on the arbitrary acts of the organs of the State. Late justice Hans Raj Khanna who scripted this doctrine in interpreting the parliament’s power to amend the constitution has done a yeoman’s service to the constitution of India. By far the most landmark case in the history of Indian Constitutional law. The case that is said to have saved India’s democracy! Eminent lawyer Nani Palkhivala remarked, “If I could go back in time and witness an event, I would choose to witness the arguments that took place in the Supreme Court in this case! It was a sheer divinity.” In another landmark case on Article 356, S.R. Bommai case the Supreme Court ruled that the test of confidence in the ministry should normally be left to a vote in the Assembly. The verdict as to majority support claimed by a Chief Minister and his Council of Ministers should be left to the legislature. This case made the floor test to show majority mandatory in case of lack of majority and held governor to explore all possibilities to form a stable government before recommending for imposition of Article 356.
However, there are some important lessons to be learnt from every crisis. It is believed much of the legal and constitutional crises could have been averted or diffused with proper understanding of the legal and constitutional implications of the alleged acts. As every political crisis will ultimately become a legal and constitutional one. Politics and law are the life line of political class impacting overall governance. Sound legal and constitutional comprehension based on timely and well advised actions is what strengthens the machinery of governance. In the face of the present crisis, we are reminded of the fact that very essence of power of judicial review is not only to expound and interpret the law but to help in resolving the deadlock and paving way for the best viable solution permissible within the Constitution. Yet another moment of acid test for the judiciary!

Dear Editor,
Over indulgence of any Governor in the affair of governance will have a long term
bearing on any Government in state. Today the Congress is running the Government
with peoples mandate, this has to be respected. Tomorrow the BJP may come to power
and then you will feel the pinch when this same Governor writes to Directors/Secretaries/Commissioners/CS/Ministers
even to Central Government about affairs of day to day management of the Government;
as no Government can make roads, drains overnight. Arunachal Pradesh is a full-
BJP Leaders are asking for invoking Article 371 H. This will be the blunder respected leaders are committing. This is a volcano sleeping below us. This Article 371 H has to be repealed and BJP is saying to use this Atom Bomb on us? The generation will never forgive you all. Please deeply study the consequence of such an Article (371 H) in a democratic country like India. BJP is saying One Nation One Religion why Not One nation equal treatment to us? Why not article 371 H in all states of India? Why only Arunachal? The BJP leaders have a chance to win the hearts of people by repealing this act in the Lok sabha and also by amending any clause of the statehood Act 1987 which is not in our interest. Irrespective of party affiliation Kiren Rijuju was elected an MP (more on personality). Now it is Kiren‘s turn to do something tangible in the Parliament not just sweet talk! He is most powerful MoS. People have a high hope on Kiren. Now BJP has absolute majority in Lok Sabha, please repeal Article 371 H and also amend other Articles in the AP Statehood Act 1987 for the welfare of people of Arunachal.
I request MoS Home to advice the state BJP MLAs and Office bearers not to go to Rajbhawan
just like going to Akasdeep market and complain your petty problems, instead they
can go the Ghar-
